I tested that with 2 different fisheyes using APG V1.9 but verified APP V1.4.2 have the same issues...

This is not something new for me (as far as I remember focal length values displayed in the Layers Editor always look inaccurate when I care about them) but when testing Tokina 10-17mm fisheye on the Merlin pano-head the optimized focal length would help but looks at best very inaccurate...

If uploaded examples are useful, just ask for them...
